To use Warewolf, would we need to expose it as a service?

You can also call a workflow workflow from SQL.
See the Samples folder in the Warewolf install directory for an example of this.

At this stage, yes. It auto-hosts the workflow as a webservice that you can then call from other apps or directly from a browser etc.
